What draws buyers to New Capital apartments

New Capital, still widely called the New Administrative Capital, lies east of Cairo and east of the Regional Ring Road, between the Cairo–Suez and Cairo–Ain Sokhna roads, as Hassan Allam, which built part of its road network, describes it.

Most flats here sit in private developers' compounds inside numbered districts such as R7 and R8, and most are off-plan and sold on installments.

Universities, schools and green space

If schooling drives your move, the Administrative Capital for Urban Development lists the University of Hertfordshire, the Universities of Canada, the German International University and Egypt University of Informatics in the city. Among schools it names Wycombe Abbey Cairo East, the Royal Canadian School and Nile International School. For weekends, the Green River and People's Park run as a green ribbon along the city.

From R8 to the Green River: districts to search

Our New Capital compounds guide links every project.

R8

R8 apartments include Jadeer's Chapters, launched in June 2026, Daily News Egypt reports, and ERG's Ri8 sits near the Mohamed Bin Zayed South Axis and the Green River.

R7: earlier launches

R7 apartments include projects that launched earlier, such as Akam Developments' Scene 7. Where projects launched first, you have a better chance of a finished phase or a resale unit.

Why New Capital apartment prices differ

Equal-sized flats here can sit millions apart. The usual reasons:

  • District: compare price per m² within one district; R8 isn't priced like the business district or Green River.
  • Phase: a compound's first phase can be handed over years before its last, and each phase has its own price.
  • Payment: installment totals usually run above the cash price for the same unit, so compare like with like.
  • Finishing: add the cost of completing a semi-finished flat before comparing it with a finished one.
  • Floor and view: a garden, roof or park view is priced apart from a standard flat.
  • Extras: add the maintenance deposit and any garage sold separately before comparing offers.

Cash or New Capital apartments with installments?

Buying on a plan is the norm here. Down payments start at 2% where one is required, plans run up to 15 years, and ERG advertises plans of up to 14 years at Ri8.

A longer plan isn't a cheaper one. Take the gap between the installment total and the cash price for the same unit, then divide it by the plan's years. Example: a hypothetical EGP 3 million flat at EGP 4.2 million over 8 years costs you EGP 150,000 a year for the plan. Check, too, whether a large sum falls due at handover.

On a tight budget

The cheapest flats are usually one-bedroom units in new launches. If nothing fits, compare apartments for sale in Mostakbal City or apartments for sale in 5th Settlement.

Ready to move apartments in New Capital or off-plan?

Most supply here is off-plan. Saudi Egyptian Developers handed over 300 apartments and 104 villas in Bleu Vert's first phase, Invest-Gate reported in December 2024.

Choose ready if you're moving soon; choose off-plan if a longer plan matters more than the move-in date. If a ready flat comes with installments, get that unit's schedule in writing.

A semi-finished flat still needs flooring, bathrooms and a kitchen, so add their cost.

Flat sizes in New Capital: how many bedrooms?

Plan for the bedrooms your family will need in a few years, not only today:

  • One or two bedrooms: living alone, a couple, or buying to rent out.
  • Three bedrooms: the usual family choice.
  • Four bedrooms or a duplex: for a large family. Chapters, for example, offers apartments and duplexes from 71 to 316 m².

Buying a New Capital flat to rent out or resell

Buying to rent out or resell is a different calculation from buying a home:

  • Resale competition: every similar flat listed in your district is a rival when you sell.
  • Selling before handover: the transfer clause and its fees in the developer's contract decide whether you can exit early.
  • Rent: tenants want a finished flat in a lived-in phase, so don't count on rent before your phase is delivered.
  • Running costs: deposit, finishing and furniture reduce what you keep.

Developer sale or resale?

Nearly all flats for sale in New Capital Egypt are in compounds, so the real choice is developer or previous owner.

Six steps to protect your money in New Capital

Keep to these even when a seller pushes for speed:

  1. Budget for the down payment, an installment you can carry, the handover payment and the maintenance deposit.
  2. Pick the district, then the compound, and compare each flat with three similar units in size, phase and handover date.
  3. Visit the site yourself and see how far construction has gone in your phase.
  4. Ask for proof the land is allocated to the developer, and check the contract's handover date, delay penalty, finishing and payment schedule.
  5. On a resale, get the first owner's contract, the payment receipts and the developer's written transfer consent.
  6. Register the sale with the Real Estate Publicity Department (Shahr El Aqar) after handover.

Warning signs that should make you pause:

  • A deposit demanded before you've seen the contract or the site.
  • A contract with no fixed handover date or an open finishing specification.
  • A project or phase name in the contract that differs from the listing.

What sizes are the apartments in New Capital?

The apartments currently listed in New Capital range from 37 to 408 m², with 1 to 5 bedrooms.

Will a mortgage lender finance an off-plan flat in New Capital?

Some will, some won't. The lender decides after checking the unit, and many prefer a delivered flat to one still being built. If the lender isn't a bank, confirm the Financial Regulatory Authority supervises it, and get written approval for that exact unit before paying any booking fee.

What does "zero down payment" mean in New Capital listings?

It means the plan asks for no large first payment at signing, not that the flat is cheaper. The installment total is often higher, the monthly payment larger, or a lump sum falls due at handover. Ask for the full schedule, add up everything you'll pay, and compare it with a plan with a down payment for the same unit.

R7 or R8: which suits me better?

It depends on when you want to move in. If soon, the district whose projects launched earlier gives you a better chance of a delivered phase or a resale flat. If a longer plan and a lower price matter more, newer launches suit you.

How can I judge whether a developer will hand over on time?

Nobody can guarantee it, but there are signs. Visit the site to see whether your phase's buildings are up or still at foundations, ask whether earlier phases were delivered on time, and make sure the contract names the handover month and year with a clear delay penalty.
